Depends, I know someone who took a real good account but because of the massive jump in play level he lost all of the fleet and a huge amount of points. It is really up to you, it could be a big help and fun for you but so is growning your own account. And just because the alliance is rank 2 doenst mean he is any good.
I was in an alliance rank in the top 20 once, and we still had people that where on the bottom of the pile as well as near the top.
